Every tool call is evaluated against the mandate and live context. Legitimate actions pass, unauthorized actions are blocked, and anything that needs a human gets a provable hold.

3 · Prove

Tamper-evident record

Every allow and deny is written to an append-only, hash-chained ledger. The chain is intact and independently checkable — complete lineage for any agent.
